If a car was financed under 2 names
with the word ''or'' on the title and only
1 of the names are now on the title,
can the other person sue cause cause
the loan was taken out in both names?

To take the loan out in both names, both presumably signed the loan. You don't have grounds to sue simply because the car was titled in one name.
