If I have received a product from a business out of state that was defective and had to send it back two times and have it be broken once again, do I have any ground to legally acquire a full refund even though their policy demands a 30% restocking fee?

The restocking fee should apply if the item is returned voluntarily, not because it is defective.

As such it is recommended that you report this incidents to the Better Business Bureau and send a letter to the company demanding a refund based on your efforts to repair a defective product. Allow them time to respond i.e. 20-30-days, and include the dates of repair. If they do not respond you can sue by filing a case in small claims court. However, your case must be well documented.
