I had a credit card debt cancelled 5 years ago,recieved a 1099C for it. Now my wages are being garnished for the exact same debt. Is this legal

No. Particularly if the debt was cancelled and written off. And, if you allow payments under these circumstances you are agreeing to renew the debt. ,
