can anyone run a credit report on you? to obtain auto insurance? or bank account? especially without your knowledge?

Unless you authorized the credit report to obtain goods or services, it is an unauthorized credit report and violates federal law. You can send a letter to the creditor in care of its credit department demanding that they cease inquiry into your credit history or provide documentation that you signed authorizing a credit check.
