how can i charge some with falseifying information to the police and charge that person and a officer with harrassiment

There is no crime of �harassment� in the state of Oklahoma. No individual can criminally charge another person with any crime. If you have evidence of a person making a false report to the police department, you make a report to the police. The police will turn the information over to the District Attorney. If the District Attorney thinks there is enough evidence of a crime, he will charge the person with a crime by filing an Information with the court clerk.
