Can a County Sheriff from one County file charges on you for something that happened in another County

No sheriff anywhere "can file charges on you" any time or any place. The sheriff, or any other law enforcement officer, writes a police report and turns it in to the district attorney. The district attorney then decides what, if any, charges will be filed. They get filed when the district attorney types up an Information and files it with the court clerk. If a crime happened solely in one county, then only the DA in that county can file charges. Charges cannot be filed in another county.
