Out of court settled without chargres
I agreed to a certain action, which I fulfilled so as to not be charged and go to court three years ago. Dont I now have full rights to do anything others have rights to do?

The information you provided is rather vague.
If no charges were filed against you, then yes, you have full rights.
If charges were filed against you and later dismissed through a deferment agreement entered into with the district attorney's office, it would depend on what the original charges were.
Even if charges were not filed, if you were arrested, then OSBI maintains a copy of your arrest record that can be obtained through a background check.
