What does "DEF IS IN DOC, GIVING 2 WEEKS TO MAKE NEW PLAN AFTER RELEASE" mean?
Also, what does it mean when a court fine has been realized?

DOC stands for Department of Corrections. I cannot elaborate more than that because I do not have the specifics as to the plan.
