drug laws
can the court charge 2 people wih possesion of marijuana ,if 1 person already pled guilty and paid of the fines . there was only 12 grams or less

Courts do not charge people with crimes. The state (or sometimes the city or federal government) charges people with crimes through the district attorney's office.
The DA can charge one, two, three or a hundred people with possession of the same amount of marijuana. Whether one, two, three or 99 of the co-defendants has already pled guilty is completely irrelevant.
