Legal Question in Criminal Law in Oklahoma

My Fiance was arrested in Oklahoma by the US Marshals for an outstanding warrant in Oregon. He is being charged with " Fugitive from Justice" in Oklahoma. while being held in jail because he refuses to sign extradition papers. What exactly does the Fugitive from Justice charge mean?

It means just what you said it means. He has an outstanding warrant in another state. However, he is not "charged" with that in Oklahoma. He is just being held in jail for that reason.
