Insurance Check with a Warrant
Can an insurance company withold a claim check or provide any information to a state (or county) because they know of an arrest warrant a person might have?

It is not lawful for an insurance company to withhold a legitimately due claim payment because of an unrelated criminal matter. One has nothing to do with the other.
Anyone is free to provide non-confidential information to another, provided it is not libelous or slanderous, for any or no reason.
