Legal Question in Criminal Law in Oklahoma
Can an police officer make an arrest without questioning present witnesses. Then question them immediately after the arrest ?

Police can do anything they want because they have guns, other weapons, the numbers and other things that give them overwhelming power. A police officer can LEGALLY arrest someone at any time that he has probable cause to believe that person has committed a crime.
