if an employer is accusing an employee or ex--employee of stealing how long does an employer have to prosecute or try to make a case?

The employer does not prosecute or make a case, at least in a criminal prosecution. It is up to the state to file charges if the district attorney, who is the representative of the state, believes there is probable cause that the crime was committed by the person charged.
The State of Oklahoma has 3 years to begin a prosecution for theft. However, if the actual charge is embezzlement and if the employer is the State of Oklahoma or any other governmental agency within the State of Oklahoma, then the state has 7 years to begin a prosecution of embezzlement.
