Can I request a certain officer to respond to my house for a call that is not an emergency?

You can ask, but unless you live in a small town, you likely won't get him. The police will probably just send the closest available officer. Even if the officer you want is on duty when you call, he is likely to be too busy and/or too far away to send to you.
