In Oklahoma, does the county government have a specific period of time to file a criminal charge from the time the event allegedly occurred; it's a DUI?

Mr. Ramsey would be a better person to give you an idea as to how fast DUI's are filed in Tulsa. But I know that in Oklahoma County (OKC) it takes between 4-7 weeks for a DUI to be filed (from the date of the arrest).

The county government does not file criminal charges. The State of Oklahoma files criminal charges through the local District Attorney's Office. For some crimes, such as DUI, a city can also prosecute the case if the DUI was committed in the city limits and the city police were the arresting agency.

The state has 3 years from the time of offense to file most criminal charges including DUI.
