my son has been told by the athletics administrator that he will have to cut his hair in order to continue with hie football conditioning and play. he attends a public school with no policy that have seen in regards to the subject

You can convince to administrator for the reasons to not cut hair . If he agrees well and good if not you may approach the higher school aucthorities If not to education authorities . Lastly you can also file a suit depends upon your case
