Child support
If my ex-husband is court ordered to pay half of medical expenses, extra-curricular activity expenses and school related expenses, and he has not paid them in over a year but is still current in his child support, is considered as in arrears on child support?

Yes, if the expenses you list are in the divorce decree as specific child-related items to be paid without condition, they are delinquent if not paid.
