What can a father do when his ex wife for years has not obeyed the court appointed visitation and is under the husband owes child support for the past few years. Is it fair for the father to pay child support for a child his has not seen for the past 10 years

He could file a Motion to Enforce Visitation. It may take awhile to establish a normal visitation pattern, but it is a start.
