my kids mother just up and left town what can i do about seeing my kids and can i get a emergency custody on them.

You could file a Motion for Emergency Ex Parte Reief asking for custody. You would probably need to hire an attorney. You could also notify DHS of the situation to see if DHS would place temporary custody with you assuming you do not have any negative background problems.
