Legal Question in Family Law in Oklahoma

Contempt of Court

I was divorced in 1994 and the divorce papers state that the IRS taxes that were due in 1992 be paid by my ex-husband. Since then the IRS has been keeping the money that i was suppose to get back on the tax refund. Now I have it all paid off. Is there anything I can do to get paid back from my ex-husband. Will I have to hire an attorney to take him to court?I have tried asking him but still no response from him.
