Thank you for your question. Yes, your custody papers would provide an officer of the law with authority to assist you in retrieving your child. However, not all officers will aid you, believing instead that it is a civil matter and refer you back to the court. Under certain circumstances, a parent refusing to return a child can be considered kidnapping. The District Attorney might be willing to help you out. I would think that if you show your custody papers, a helpful DA might call the other parent and give him an opportunity to surrender up the child rather than face a criminal charge.
