guardianship for a child.

if my granddaughter is enrolled in an Oklahoma school, and living with the grandparents, can the grandparents file for guardianship of the child even though the mother and father live in california and there is a joint custody order in california?

Yes. Orders can always be changed to fit current circumstances. The prior order doesn't apparently any longer fit the current circumstances.
