Can the non-custodial take children out of state on visit w/o telling where they

I have sole custody of my 2 boys age 5. Their mother has standard visitation. She is an over the road truck driver and covers the entire U.S. and Canada. She picks the kids up for her visit and tells me all about the plans they have for time at her house(I don't ask). Her house is thirty minutes away from me. Then (Spring break for example) on the day they are supposed to come home at 6pm she calls from the truck to tell me she can't get them here(@5:30pm) until a few hours late. That is when I find out that right after she picked them up they headed to California and have criss crossed the country; all the while me having no clue why I couldn't get a hold of them. She does this all the time and when I ask her where she will be taking the boys she refuses to tell me. I have asked to just know what state they'll be in and she will NOT tell me. Can she do this?

Thank you for your question. What you describe raises many legitimate questions concerning for instance the safety of the children, the living arrangements (how,where and when they sleep), the type of nutrition they are getting. Actually, virtually every concern for what might or not be considered an appropriate environment is raised by this scenario. I would think that you would be justified in seeking a modification of her visitation rights in such a way as would would address these issues.
