Legal Question in Family Law in Oklahoma

I owe past due child support of $1200 but my daughter now lives with me. Will the court allow the non-custodial parent to not pay any support until the past due has been paid or will they deduct a certain amount from the monthly support until the past due is paid?

It will be up to the court, but each of those is a possibility. However, the other parent will not owe any c/s, and you will continue to be legally obligated for c/s until you file a motion to modify the current child support order and the court enters an order modifying that order. Therefor, you need to file your motion asap.
