Re-obtaining custody of a 17.75 year old

My daughter will be 18 April 9 2003. Her father has custody although she does not wish to live with him. Other than filing a Motion to Modify (which I know he will be able to keep out of the courts until she is 18), can I file for an emergency order, and what should the emergency order state (he verbally abuses her, etc.) and could she just ''run-away'' until she is 18 and he not be able to adjudicate her a delinquent until she is 19? What are my options??? Thank you sincerely for any input.
