sex offenders parental rights

Are there any cases where a sex offender, divorced, but with visitation rights before, having served sentence, was allowed to retain his parental rights... specifically, have any been allowed to have custody of their child? Or is this a decision each judge makes?

This is a matter for each judge to rule upon depending on the totality of circumstances. When it comes to parental rights and custody, there are may complex issues.

Bottom line here is that you will not get a good answer to your question on-line. Go to an Attorney and sit down for an hour or so and maybe you will begin to learn the complexity of the question you have asked.

If you do not use an Attorney, then expect the worst!
