Legal Question in Family Law in Oklahoma

My son and daughter in law signed over guardianship of their daughter to my husband and I. We have had her since she came home from the hospital and she is almost 2 yrs old. My son and his wife are wanting to terminate their parental rights. Can they do that and if so how would we go about doing that?
