temorary power of attorney
Does a temporary power of attorney on a minor child, give the reciever rights to keep the bio-parents from come and getting the child before the POA expires?

A power of attorney can be revoked at any time.
Only a Judge can sign an order that is legally binding on everyone - police, parents, minor child, etc.
If you have had custody and control of the child for over 6 months, then you might have "standing" to go to court and ask for legal custody.
You definately need to talk to an attorney on Monday.
