The state that enters the custody order retains jurisdiction over the matter until all parties leave the state or it voluntarily relinquishes jurisdiction. If the mother remains in Oklahoma she can apply to modify the custody arrangement in Oklahoma and the Oklahoma courts will decide if the the custody order is modified. In addition, most custody orders have language regarding when parents can relocate and what type of notice they have to give the other parent. If your custody order has that language and you violate it you could be held in contempt of court.
