Contract via email communication
I recently hired a dj to play at my wedding reception. We only communicated through emails and never drew up a formal contract. I still have all emails from day 1. I was dissatisfied with the services provided so the dj offered to refund my money. I told her to mail it to me and after not recieving it when she said I would, I contacted her again to find out she had changed her mind about the refund. Is there anything I can do to make her refund my money??

There is little you can do to force the DJ to refund your money. If you were to threaten suit the DJ would likely argue she did a fine job; you'd be asking a judge to make a decision based on opinion of the quality of the DJ's work; judge is unlikely to do it.
The offer to refund was, I assume, not in writing and without unbiased witnesses; i.e., like the agreement. Unlikely to be helpful to you.
You might consider writing a demand letter documenting the events, the oral agreement, and specific elements of dissatisfaction, including the offer of refund; or hire an attorney to write it. Perhaps the DJ would be prompted to negotiate.
