Would this be harrasment?
We have a neighbor behind us who for the last few years has caused us grief. My husband built a large work shop in the easment. We got letters for approval but did not get a permit. We got signed letters from all of our neighbors but her saying it was ok. She has turned us in 3-4 times because she doesn't like the work shop. She reported it as a guest house once. A couple of nights ago our dog was up at 2 am barking because she was out side doing something in her back yard. The next day a picket in our fence just disappeared and our dog was gone. The dog was not in her back yard either. We found our dog luckily in our neighborhood. One of our neighbors said they had seen her running around some that afternoon. Our other dog's collar was off and was about 3-4 feet from the fence. It doesn't just slip off at random. I feel that she tried to pull him through the fence and he wouldn't go. He is very timid. We also had a note placed in our mail box about our dogs and we are pretty sure it was from here. We know that is mail fraud. We have not done anything with that yet. We did take pictures of the fence yesterday. I was just wondering if we would have a case or not. Thanks for your time and help.

You may have cause to refer to this as harassment,invasion of privacy and defamation of character based on false accusations and file a claim for property damage, if you are the owner of the fence, however, you must provide proof that she is the actual perpetrator. And, you may want to consider getting a permit for use of the easement; just in case this becomes a legal factor later.
