harrassement

i have a neighbor who moved in next door to me last summer

he has complained about everything he can about my property

and my dogs

i have 7 dogs city is saying i have to get rid of them or they will remove

all are healthy in fence and chained

my cousin is taking 3

can they make me get rid of them all

can i file harrassement on neighbor

A great deal will depend on what the city ordinance allows or prohibits if the issue is the number of dogs. If the issue concerns something the dogs are doing then I would need to know that. There are not enough facts provided.
