Personal loans from family
If I borrowed money from a cousin
and she died before I could repay
her does her husband have the right
to collect (her estate has not been
through probate and she has removed
her husband from all property as an heir before she passed away)

No. Unless the loan agreement to repay was with the husband and wife, particularly, in the form of a contract or in writing. Otherwise, he should have no other rights to pursue the matter outside of probate procedures.
