Rights of owning property in city limits
Our town is fairly small, can people that own property and business' within the city limits be denied the right to attend board meetings and vote on issues such as annexation, board elections, and utility rate increases?

No. If the city or county is where you live; you have rights to vote on any issues, or attend any meeting that will affect you, your personal property and your business. I also recommend that you attend these meetings or vote in such elections. This right should not be denied, particularly if you requested to attend.
