In the State of Oklahoma when a Default Civil Judgement is granted to the Plaintiff, what does the Court do if the Defendant fails to pay the judgement?

You have to execute on the judgment in order to collect. It has to go throw a hearng on execution. Then the court will order garnishement or execution in other ways.
