Legal Question in Insurance Law in Oklahoma

My husband was in a car accident with his parents in Oklahoma (where my in-laws live), we are from Missouri. My in-laws hired an attorney due to the fact that there were 7 people in the vehicle. The accident was 1 1/2 years ago, and they were finally ready to settle. My husband was to receive his check a week ago, but a lien was put on the settlement check for his medical bills. We were never told this was going to happen. The attorney acted as though he did not know why it happened either. When he finally checked into it, he was told that Oklahoma law states that if you are involved in an auto accident in Oklahoma but reside in another state, you are responsible for your own medical. They also put a lien on the settlements of my sister-in-law and her husband who live in Florida. The other party was at fault in the wreck, and was fully insured, as was my father-in-law who was the driver of the vehicle my husband was in. Also, my father-in-law had med pay coverage. We have health insurance, but were told not to file it. Can you please help me understand this.
