Legal Question in Employment Law in Oklahoma

Sick Time restrictions

I work for a goverment agency. They will not let you progress or change jobs if you have used a certain amount of sick time. This is posted in their manual.

I was wondering if it is legal to offer a benefit and not allow people to use it.
