So my friend's landlord is saying that when she gets locked out of her apartment that she has to pay a $25 an hour charge because she has done it so many times. She has not signed anything with this new policy, none of the other tenants have ever heard of the policy and it is not on her lease. What can she do to fight back?

Yes. First of al, the $25 an hour charge is usurious. It is clearly an excessive charge of fees. This overcharge is illegal. Secondly, the landlord cannot or should not be charge this fee if it is not stipulated or included in the lease agreement. A typical charge for a replacement or duplicate key is $5.00 per key and we recommend that the tenant get duplicate keys made and hide them for these emergencys to avoid any more encounters with the landlord.
