landlord refuses to pay for their neglect
I notified my landlord a few times about a toilet that continously ran, they did nothing until I got a water bill that was almost 500.00, now the water company won't credit the bill. And my landlord refuses to compensate me for the bill. I need to know how I can go about deducting it form my rent with out being evicted

First of all, you should always make repair requests in writing or by letter. This is the law. Then, the landlord has 10 days to complete these repairs.
Or, you can make the repairs yourself. Then, this cost can be deducted from the rent. Otherwise, you may need to resolve this issue in court or give the landlord 30 days notice of your intent to vacate the property based on his/his refusal to honor these repairs.
And, you MUST request that your security deposit be returned to you based on their refusal to make repairs and/or the true conditions of the dwelling.
Then, I would recommend that take him or her to court for the financial hardships you incurred using this documentation in court to support your allegations.
