Permanent residence in travel trailors in city limits

I hope I'm correct in saying this question is not dependent on zoning laws for specific areas because I would think there would be a basic law for this issue. My question: ''Can people live in recreational vehicles and travel trailors that are parked in a mobile home park that's within city limits''? To add clarity, I'm talking about permanent residence of many months and years at a time and these RVs being placed next to full size mobile homes, rather than sectioned off in RV areas.

Most mobile home parks consist of homes that are semipermanently attached. These homes are usually described as dwelling units manufactured in a factory that are designed to be transported to a site. This site is usually referred to as a mobile home park or manufactured housing site and it is commonly zoned and privately owned.

Recreational vehicles and travel trailers may also be defined as a manufactured dwelling units and it is not uncommon for owners to lease land only for this purpose.

Because mobile home park sites are usually owned privately it is up the the owner to determine its proper usage. However, some sites also have neighborhood associations that include declarations or covenants governing usage of private parks to assure similar or compatible land useage. Therefore, it is recommended that you consider forming a neighborhood association if you want to restrict this type of land use within your specific boundaries or localities.
