Is it legal for Crook County Water District #2 to start sending my water bills to my landlord, who then delivers my bill to me? I have been renting a lot from Corny Investments since 1999, and my utility bill has never been in their name, nor to my knowledge are they affilliated with the Creek County Water department. Is this the water department's way of saving postage? Or is my landlord overstepping my freedom as I understand it? I pay my lot rent to him, I pay my house payment to the mortgage company; I pay my electric bill to the company that provides the power, and they do not send the bill to me via my landlord. This doesn't seem legal to me, and certainly doesn't make any sense.

No. It is not legal or ethical business practice, particularly if you are the one responsible for the billing.
