Excessive force?

Whenever police dogs are trained in handler protection do they act off what they percieve from the situation or must they be commanded? Recently I was arrested for Public intox and resisting arrest, however I don't remember the arrest because I was extremely intoxicated. The officer even stated this in his report and admitted that I could barely stand on my feet. When the officer attempted to arrest me, I apparently jerked my arm away and was flailing, which the dog ''perceived'' as a threat and proceeded to bite me on my left calf, twice. The report then states that I began to comply and the dog was ordered ''off'' the bite. The officer also stated in the report that the dog did not break the skin and that I was only bit one time, however I have pictures of both of my bites and also of the other injuries I recieved from my arrest. I was never made aware that I was bitten nor treated for my injuries. Also, this happened on a Friday night, I was released Saturday night, I attempted to get a copy of the report on monday and they claimed that I could not have a copy because It was pending under investigation. There is alot more to this story, however, I just need to know if I have a case..........please help.

There are many issues here. You need that report in your possession!
