how do you determine on a property who is responsible for replacing a wooden fence?

Generally both neighbors contribute to the expense of a new fence that borders each. The area of the fence that does not border should be paid for by the homeowner. Sometime the neighbor does not wish to contribute and if you wish to have a fence then you may have to pay for replacing it. If, however, the neighbor (his animals) has contriubed to the deterioration of the fence, then he should pay for his rightful share. The same applies to you.
If you intend to replace the fence, then you may put the neigbor on notice that the fence needs to be replaced and the cost of replacement.
