If you have a home for sale by owner and shown the property to a customer then, the realtor proposes an offer wanting 3% for a commission

Is this realtor yours or the buyers? If it is the buyer's then the buyer pays. If you do not have a contract with a realtor, then you do not owe that realtor anything. If you contracted with the realtor during your contract period, then you owe her some amount. If you have any further difficulty with the realtor, then call the State Board governing realtors.
