How long does livestock have to be left on a property in to be considered abandoned?

There is no such answer. If the livestock has not been cared for and you have notified the owner of their condition, your duty is to notify the police to take action. Should you wish to take the livestock, the police (animal shelter) would advise you of the procedure you would folllow to obtain them.
