As a property owner. I was told by friends it was state law that I could make home improvements without being requuired to hire a licensed professional. When I contacted Midwest City's govt office they indicated I needed a permit and must use a licensed contractor I could not do any work myself. For example. I wanted to add lights and outlets to a pole barn not attached to the house on our 1 acre property. It would meet "code" requirements and I would only hire a "licensed" electrician to connect to the public utility. They said no.

What rights does a property owner have for home improvement done by the owner?

My suggestion is: that you read the particular city code. When was it enacted? Do you live within city limits. Code applies to those that live within the city limits. Sometimes, old house (house made prior the code provision) may be excepted.
