can a person legally remove a sink and hot water tank from a house they were renting if they paid for it in replacement for other when they move out.

What does your contract with the landlord provide? If it provides that you have to do all necessary repair and you have to pay, then no. This is a very unusual and an unlikely clause.
If it provides that Landlord will repair or will pay you for repair, then I hope you asked Landlord to pay.
If Landlord did not pay, then you have the right to sue him for the cost of repair. I do think you can just take it out unless your agreement was just that.
