If a ticket was issued, it is a legal matter between the person and the courts. And, the other person has the option to turn it into your insurance company or theirs. If they turned it into their insurance company, they will seek reimbursement from your insruance. Either way, one doesn't have anything to do with the other. Whoever recieved a ticket is still held liable.
