Durable Power of Attorney

Does the Oklahoma Durable Power of Attorney HAVE to be filed at the County Courthouse? If this POA is given to another family member does the cohabitating legal spouse have a right to a copy? Does an attorney or bank officer have the right to refuse providing a copy to this spouse?
