If you are executor of an estate, does that give you the right to all the money in the estates bank account?

An executor of an estate has access to and the right to use funds of an estate, subject to final court approval. An executor has a fiduciary duty to act on behalf of all creditors and heirs of the estate. If the executor breaches that duty, the executor can be held personally liable for any loss/damage. If you feel the executor is violating his/her fiduciary duty, you can bring the matter to the attention of the court and seek to have him/her replaced as executor.
